State secrets, lack of transparency, non-compliance of government and central bank regulations and non-disclosure of financial information are all critical issues in most transitional countries. Central Asian countries (former Soviet Union) and Southeast Asia are no different than any other part of the world where donor organizations push hard for government and economic reforms. Those reforms target corruption in the governments at the highest levels. But the real objective over the long term is the alleviation of poverty.
