Can some some please help me and explain to me what a none war is and why it kills people the same as a real war.

This article is short but I hope I will be straight to the point and as honest as I can possibly be. This none war, war that we are in is driving me insane to say the least.
I know tha the President and all his little men are saying that we are at war. Which really leaves me confused too. A couple of years ago he declared this war over and now we going to send more soldiers over to fight a none war. I hear it will be at least 20 - 25,000 that's a lot of lives for a war thats not going on. I must have missed the memo on that.
