What is a personal God?

Can a personal God be reached by prayer?
Although I believe in a Wholly Other Creator, I'm not so sure I understand what is meant by a personal God. Does s/he answer prayers? Is it possible to really know God?

People have told me that humans do the talking and God listens. Is it possible to get a personal response of some kind from God?
