Spending Plans

I am in failing health, and did not intend to write further on the economic situation. Still, I observe the activities of all Participants on debt reform, and decided I had to say something. All Plans simply want to cut Spending where they do not wish to Spend, and basically enlarge where they want more Spent to their own advantage. This is not the way to bring fiscal health. I will put forward a 5-Step Plan to reduce the Deficit which Everyone will deride, but I will state that no Spending plan will operate unless debt reduction does not start from Year One. My Plan will arouse great Anger, but such is the method of the World.
1) Government Expenditure Reduction: All Government Salaries on the federal level, no matter what branch or level of management, will be reduced to 2000 Salary Cap levels for all Grades. All Government personnel will be allowed to apply for retirement and Pension rights at current levels, but will lose further employment.
2) All Government Contractors will take a 12% reduction in current negotiated payments; else they have the option of paying a flat 35% Corporate tax on all Profits without any recourse of any type to tax reductions.
3) The next act is simply to curb the wildfire health care Costs, it stating that no Doctor, Clinic, or Hospital can bill either the Patient, Medicare, or Medicaid more than $10,000 per year per Patient. Any attempt to double bill the Patient or Government in any instance will automatically engender the return of all such payments made for the individual Patient over his lifetime to the proper Government agency.
4) No Government agency will be allowed to increase it’s personal budget until Government Income is in surplus of Expenditures.
5) We adopt a Universal Aid Payment system, where the total of received Aid to any Recipient cannot exceed some amount annually–I would state $10,000 as my choice–with all Recipients responsible for any overages to be returned. lgl
